Government Agent Endorsement "W.T. Goodwin Dep(uty) Coll(ector)" (Savannah) T39 $100 1862 PF-5 Cr. 291 PCGS Banknote Very Fine 30 Details. The note was issued to the field by W.T. Goodwin, Deputy Collector of the Port of Savannah, on August 5, 1862 as evidenced by his manuscript endorsement on the back. Two black Savannah IP stamps record that interest was paid to the first two interest payment dates that occurred during the war; January 1, 1863 and 1864.
