The Shmoon (plural of Shmoo, also Shmoos) from Al Capps' Li'l Abner comic strip are employed to promote the attributes of savings bond buyers. Those attributes listed on the certificates are Thrift, Loyalty, Trust, Duty, Truth, and Common Cents and they all add up to Aid to Nation, Cooperation, Vacation and Education. "Shmoo Mania" had overtaken the country at this time, as Al Capp accompanied President Harry Truman to this bond certificate's design unveiling ceremony.
